The post itself only contains the two references so far, so we can't tell which symptom you're actually seeing: the pause before the home screen draws (Delay when going to home screen) or the stutter during the animation (Unexpected frame drops appear in One UI 8). Both are In Review.
Could you say here in the thread which of the two it is, and add a short screen recording if you can? If it matches one of them, adding your report over there is more useful than a separate post: upvoting it gets you notified when its status changes, and one thread with all the reports helps us more than several.
Worth carrying over into that post: your form says you tested Nova Launcher and Smart Launcher and saw it only in Niagara, on Android 16 with Niagara 1.16.27, which is the current version. That is exactly the kind of detail that helps narrow it down.
