Bug: Icon Size has Inconsistent Issues until App Restart

Adjusting the icon size in themes does not change the app icon size, or changes the app icon size but is inconsistent between apps, or changes the app icon size but changes between the before and after size as you scroll. To replicate:

1. Go to Niagara Settings > Themes > Edit Current Theme

2. Select App icons (furthest left)

3. Scroll down and change the icon size

4. Apply the theme

Restarting the app appears to resolve the issue.
