Disable pop-ups

I would like a toggle to completely disable the pop-up functionality, to avoid accidental side swipes.

The majority of my apps don't have any shortcuts available or the suggested aren't useful, so I only ever accidentally side swipe, and usually see the default “Long press this pop-up and tap edit…”.

An alternative could be a toggle to disable apps individually, so at the least I don't see any default empty pop-ups.
