Favorites not respecting sort order or changes to fav list

My favorites randomly switch to sort by usage even with the option set to sort by my original handpicked order.

Switching the options back and forth do not change the behavior back to m personal order.

Also removing apps from the favorite list by de-selecting them and saving by hitting the “done” button will not remove the apps, but randomly places one of it at the end of the list.
