HARD CRASH BUG

Description: changing settings for a widget that doesn't have them(afaik) restarts my phone’s UI - back to locked screen and requiring a pin.

Steps to reproduce(i don't know if this is only a pixel OS thing):

1.Add the forecasted weather widget(carousel or not)

2. Tap on the change widget settings button

3. Enjoy seeing the OS freak out and soft-restart

This is because either Google didn't have an edge case for this(stock launcher doesnt show settings for the widget, only resize options) OR Niagara launcher incorrectly identified the widget as having options in the first place(i don't know how that works, i am just reporting a bug). It doesn't hurt to ignore that button for now(since it doesn't do anything other than crash the Android UI.
