Most Used Apps

Why after some use, are my most frequently used apps put at the bottom of the home screen. Would it not make more sense to have them at the top of the home screen, because that’s where the phone opens, and where I look first.

I do not initially scroll to the bottom of the screen to see which of my apps I am using the most.
