Notification Shade Swipe Down Gesture Not Always Working

The swipe down gesture used to access and pull down the notification shade does not always seem to work. It currently does not work with short pull gestures at all, and even some medium to long pull gestures it is not working on. It would be nice if this could be resolved or adjustable to user preference. T
