Notifications won't show up

Almost randomly, the launcher will give a message stating that notifications will not show up. It asks me to disable battery optimizations to make sure that the launcher can run in the background. I have toggled this multiple times. The setting never changes for the launcher, it always has unrestricted background access. This issue keeps occurring, a reboot has a 50% chance of fixing it.

    Thanks for the clear report, and for including the screenshot. Two questions would help us narrow this down.

    When that card appears, do your notifications actually stop showing up on the home screen, or do they keep working normally and only the warning is wrong? And does it seem to start right after a power saving or battery saver mode switched on?

    Answering here in the thread is enough, you already told us the device and version.
