Notifications won't show up

Almost randomly, the launcher will give a message stating that notifications will not show up. It asks me to disable battery optimizations to make sure that the launcher can run in the background. I have toggled this multiple times. The setting never changes for the launcher, it always has unrestricted background access. This issue keeps occurring, a reboot has a 50% chance of fixing it.
