Only open notifications when swiped

I like how the app options and notifications can be opened by swiping right on the app, but when an app has a notification, sometimes I don't want it to open the notification option, but instead just open the app. This is currently very finicky as the option to open the app and the option to open the notification is a thin sliver.

I only want to open the notification by swiping on it. If I click on the app, open the app.
