Opening a new app re-opens the previously minimized app instead

When I minimize an application (send it to the background) and return to the home screen, tapping on a different application immediately causes the previous application to re-open instead of the one I clicked.

Steps to reproduce the behavior:

Open any application (let's call it App A).

Go to the home screen (minimize App A).

Immediately tap on a different application (App B).

App A opens again instead of App B.
