add optional, persistent Phone and Camera actions on the home screen, without occupying Favorites or the app list.

Use case: the phone is meant to be used less; calling and quick camera access are the two essential actions. Treat these as system actions, not apps (similar to Minimalist app).

This aligns well with Niagara’s minimalist philosophy.
