Pop-up and Niagara Button further customization

While we are able to adjust with the theme selector today, I believe we should be able to visually change the background color of the button and popups, along with the icon color in the Niagara button. This would give us more customization with probably only a few new settings options.

The probably is really shown when you do an oled black and white text theme in Niagara. The popups are hard to see where they end because the background of the popup doesn’t have enough contrast to the background and surrounding options.
