S25 ultra app launch delay

Noticed on my s25 ultra us variant when I return to the home screen using the home button or gesture the launcher is unresponsive for 1-2 seconds, can't scroll, can't launch another app, can't do anything in the launcher but Android system functions work fine. I can pull down quick settings, notifications or launch recent apps. I have uninstalled and reinstalled, had been this way since Android 15 and the issue has persisted to the latest version of Android 16 and one UI 8.0 and keeps me from using as my default launcher.
