Suggested favorites show on home screen

I have 8 favorites selected to show on my home screen, but the launcher keeps adding others to the bottom of the list. When I go to Edit Favorites, I can confirm those additional apps are not selected but are in the “suggested” section. Restarting the launcher gets rid of them, but they come back after I use one of the “suggested” apps.
