Swipe to dismiss notification leaves text hanging on screen

When swiping left to clear a notification (when on home screen), the text of the notification remains displayed, but not seemingly connected to anything. The only way I've found so far to make it go away is to restart Niagra.

Phone just updated to Feb 5 update, problem started after that.
