You seem to be editing the swipe-up action of the Niagara Button, not swipe-up on the home screen itself. Try swiping up on the Niagara Button and it should work.
Swipe-up to search can be activated under Settings > Features > Search. I don't think swipe-up on the home screen can be set to anything else than search.
