Take popup usage into account when ordering apps

I put Docs and Sheets in the pop-up of Google Drive. I noticed that no matter how often I access the apps in the pop-up, Google Drive itself does not move up in usage rank; this decreases the pop-ups usefulness because I expect it to rank high in the sort.

I understand that this could potentially be complicated and require additional tracking on top of the device usage tracker, but I think it could greatly increase the usefulness of the pop-ups. Maybe in addition to app usage, also take into account pop-up taps?
