The description came through empty, so could you add a few details right here in the thread: which wallpaper does not load, one you picked in Niagara's settings or the system wallpaper, and when does it happen, right after unlocking, when returning to the home screen, or always? A screenshot or a short screen recording helps a lot.
One useful thing is already in your report: you noted the same happens with Smart Launcher. That points at the system side rather than at Niagara, so your exact Android version would be good to know as well.
