Unable to swipe to switch apps

A usual feature of Android is being able to swipe right or left on the home bar at the bottom of the screen to quickly switch between apps.

This does not work on Niagara on my phone. When I swipe the bottom, I can see a very brief flash like it is trying to switch, but nothing happens otherwise.

This is quite inconvenient as it is a very useful way of quickly switching between different apps. If it is not fixed, I will need to cancel my subscription and use a different launcher.
