Opening Nova launcher fixes it but it always returns
This is the only thing keeping me from switching and purchasing Niagara Pro
Using a wallpaper that is the exact match to the phone resolution still zooms in, does not function as a workaround.

This also happens to wallpapers applied from your own images. I couldn't find much online, but https://github.com/MM2-0/Kvaesitso/issues/1270 describes the same problem. Even just opening Nova Launcher for a second fixes the wallpaper zoom for me, so despite this being an Android “feature” it's definitely solvable at a launcher level by turning the zoom down.
EDIT: wow, this is stupid. apparently cropping the image to match your resolution exactly works around the problem. I'll have to try this while we wait for a fix https://android.stackexchange.com/a/248895

Turns out this is the system setting the wallpaper zoom to match the inner and outer displays.
You can go into the system wallpaper setting after setting the theme and update the framing for each display.
