Persistent notification overlay stuck on the home screen

I am experiencing a persistent visual bug where a notification pop-up/preview gets stuck (ghosting) on the home screen. Even after reading, dismissing, or interacting with the notification via the system shade or the app itself, the graphical element remains visible on the Niagara Launcher home screen, overlapping other UI elements.
