Unselected apps appear in Notification Summary

Apps that are not selected for Notification Summary are appearing in the summary.

The user has selected only the following three apps:

• WhatsApp

• Reddit

• Messages

"Summarize silent notifications" is disabled.

Despite this, notifications from other apps, including TeraBox and BuzzKill, are appearing in the Notification Summary. Both TeraBox and BuzzKill are confirmed to be unselected in the Notification Summary settings.

Expected behavior: With "Summarize silent notifications" disabled, only notifications from the apps explicitly selected for Notification Summary should appear there.

Actual behavior: Notifications from unselected apps such as TeraBox and BuzzKill are also included in the Notification Summary.
